The County Clerk handles vehicle, election, land, and county-board records. Criminal court files belong to the Circuit Court Clerk, even when the case is heard in District Court.

Records at the Liberty Police Department
No official standalone Liberty Police records page, portal, request form, fee table, app, email, or records-counter schedule was located. Use the City of Liberty's verified current government contact route and ask for the police records custodian. Identify the report as an incident, arrest, crash, CAD, or video record, then give a narrow date and location. A report number is the best locator when known.
A Liberty Police narrative remains a city-created agency report even if the person later enters the county jail. Do not send the request to the Sheriff's Office just because booking occurred in a county facility. Likewise, a KSP report stays with KSP. The agency whose officer created the document is the proper first stop.

One Liberty arrest can create three records that look related but prove different things. The police report explains the officer's account and legal basis. Booking and Arrest Records in Liberty
A Liberty arrest that leads to local detention ordinarily reaches the Casey County Detention Center at 169 Courthouse Square. Intake can create a booking identifier, booking time, photograph, fingerprints, charge list, bond information, property inventory, and custody entry. Some medical, security, juvenile, victim, and personal information may be withheld. An arrest charge remains an allegation, and a booking entry does not show how the prosecution ended.
Call 606-787-9097 with the full name and approximate arrest date. Ask whether the person is currently held, the booking number, listed charge, bond, and next court. The identified jail website was not stable during research. KOOL may show DOC-associated people at “Casey County Det. Cntr,” but a missing match does not rule out a local pretrial booking. Liberty Booking to Court Handoff
After booking, Kentucky Pretrial Services may interview an eligible person and provide information to the judge. The judge controls release terms and bond. A complaint, citation, or warrant return creates the first court record. A felony can carry an F number in District Court during its preliminary stage and later receive a CR number in Circuit Court after indictment.
The records move in sequence: Liberty Police contact → Casey County booking → Kentucky District Court filing → Circuit Court CR file when a felony is indicted → KSP matching of reported fingerprints and disposition. Updates do not always land in every system on the same day. Compare the booking charge with the filed and amended counts rather than assuming they will match.
The Liberty Municipal Court File
Liberty does not have a separately researched municipal-court portal. Local misdemeanors, violations, and traffic matters are Kentucky District Court records held by the Casey Circuit Court Clerk. Archived Liberty Criminal Records
An old Liberty file may no longer be at the public counter. The Casey clerk must identify the case and provide the facility and locator numbers. Liberty's One-City Record Role
The Kentucky League of Cities municipal list establishes Liberty as Casey County's only incorporated city. The Census profile supplies geographic context, and Census QuickFacts provides the county totals. Casey covered 444.24 land square miles and had 15,941 residents in 2020, with a July 2025 estimate of 16,205. This makes Liberty both a city police jurisdiction and the county's shared justice hub. It would be misleading to create extra “city” record channels for unincorporated communities.
Crime figures need equal care. Use the KSP Crime and Traffic Data page or FBI Crime Data Explorer, select Liberty Police, choose a complete reporting year, and label whether the value represents incidents, offenses, arrests, or another measure. Do not mix a Liberty agency count with countywide sheriff or state-police data.
The compact downtown layout does not erase agency boundaries. A report made by Liberty Police stays with the city even when a later booking occurs steps away at the county jail. A court filing belongs to the Kentucky Court of Justice, not city hall. Keeping those roles separate is more useful than searching every nearby office for the same document.
Liberty Record Access Rules
Agency records in Liberty are governed by the Kentucky Open Records Act, subject to exemptions and redaction. KRS 17.150 permits inspection of specified criminal-justice-agency reports while restricting the public inspection of centralized criminal histories. Public does not mean unredacted. Active-investigation details, juvenile information, protected identifiers, victim-sensitive material, medical information, and confidential cases can be absent or withheld.
Liberty access rule: Send a police report request to Liberty's records custodian, a booking request to the detention center, and a filed-case request to the Casey Circuit Court Clerk. KRS 61.870-.884 does not turn the KSP centralized history into a public name file.
Missing Liberty Criminal Record Results
A blank screen is not proof that no Liberty event exists. The jail site may be unavailable, KOOL may not include a local pretrial booking, an older case may be archived, or a city report may never appear in a county search. Names and dates can also differ between systems. Return to the source and ask what identifier, date range, or file location is needed.
When the matter was dismissed, check whether it qualifies for automatic or petition-based expungement. Kentucky automatically expunges defined acquittals and dismissals with prejudice entered on or after July 15, 2020 after 30 days, except traffic infractions and subject to the statute.
